According to American Army four port programme vas rehabilitation plan produced by Chinese War Production Board to follow successful capture of a port on China coast. The so-called ports were in fact following arcas

a) Canton and Hong Kong.

b) Swatow to Chinhai.

c) Shanghai and

d) Tsingtao.

2. This was one of three inter-linked rehabilitation schemes produced by Chinese authorities on which memorandum follows by bag.
